A group of Los Angeles residents confronted and apprehended a man they believe may be an arsonist responsible for setting a fire in their community.

The biggest threat to Los Angeles remains the strong winds, which reduced in speed early Thursday morning, allowing firefighters to better take control of the fires. Stronger winds, however, are expected to return later in the day.

Out-of-control wildfires are ripping across parts of Los Angeles, leading to at least five deaths, burning down hundreds of buildings, and prompting more than 130,000 people to flee their homes in America's second-largest city.
